Understanding Under-representation

Making a Difference in UK Film & TV: ECP's Mission

Elevate Community Productions (ECP) is dedicated to increasing diversity in the Film, TV and broader creative sectors. Research shows that many groups within are not adequately represented in both on-screen and behind-the-scenes roles

Explaining Under-Representation

In the UK Film & TV industry, 'representation' means including and portraying a variety of characteristics, identities, social groups, and demographics. Underrepresentation occurs when specific groups or identities are noticeably absent in on-screen and off-screen roles. Data over the past decade shows that disabled individuals, people from Global Ethnic Majority backgrounds, and those from disadvantaged socio-economic groups are often under-represented, particularly in leadership roles.

The Importance of Representation

Representation is crucial because TV and media shape our perception of the world, other cultures, and ourselves. Limited representation restricts our understanding and promotes:


  • Negative stereotypes and biases
  • Harmful self-perceptions
  • Reduced opportunities for underrepresented talent
  • Fewer role models
  • Missed industry opportunities
  • Cultural and artistic stagnation
  • Off-screen, this lack of diversity can lead to narrow perspectives, stifled creativity, and reinforced biases.

What Does Good Representation Look Like?

Effective representation involves fair and accurate portrayal of diverse individuals and communities. This means:


  • Reflecting the UK's diversity in characters and stories
  • Avoiding stereotypes and going beyond tokenism
  • Promoting understanding, empathy, and inclusivity
  • Ensuring diversity in the industry, from junior roles to decision-makers
  • Implementing inclusive hiring practices and promoting diversity initiatives


Who is Currently Under-Represented?

Identifying under-represented groups is complex. For instance, while there's a gender balance in the TV industry, fewer women are in senior roles. Current focuses include:


  • People with disabilities and learning difficulties 
  • People from Black, Asian, and Minority Ethnic backgrounds 
  • Gender and transgender representation
  • Lesbian, Gay, Bisexual individuals
  • Socio-economic backgrounds
  • People over 50

The Industry's Response

UK broadcasters and international media have set diversity targets to reflect their audiences better. These initiatives include:


  • Aligning workforce representation with population demographics
  • Addressing historical under-representation
  • Complying with legal and regulatory requirements
  • Considering audience representation
  • Addressing societal and cultural factors

What is ECP Doing?

Our aim is to bring diverse backgrounds into the industry and to support and promote their advancement. This involves:


  • Supporting diverse talent at all levels
  • Collaborating with organisations for training and skill development
  • Creating diverse and inclusive film & TV productions
